Delegations from the United States and Japan met at the Sixth Meeting of the U.S.-Japan Consultative Committee on Fisheries at the U.S. Department of State, Washington, D.C., during February 23-24, 1998. Deputy Assistant Secretary of State for Oceans and Space, Mary Beth West, led the United States Delegation; Mr. Shuji Ishida, Councillor of the Fisheries Agency of Japan, headed the Japanese delegation.
The two sides exchanged views on the full range of issues in the U.S.-Japan fisheries relationship. Topics included implementation of the United Nations Agreement on Straddling Fish Stocks and Highly Migratory Fish Stocks, and the UN Food and Agriculture Organization (FAO) Fishing Vessel Compliance Agreement. They also discussed conservation and management of tuna stocks in the Atlantic and Pacific Oceans, as well as fisheries in the central Bering Sea and northwest Atlantic Ocean.
The delegations also exchanged views on the preparation of the FAO consultations on Conservation and Management of Sharks, on Reduction of Incidental Catch of Seabirds in Longline Fisheries and on Management of Fishing Capacity, as well as other issues of mutual concern.
Both sides agreed that recent years had seen remarkable accomplishments in the area of international fisheries and that U.S. and Japanese leadership should now focus on effective implementation of agreements reached and on continuing negotiations for new regimes, where necessary.
The delegations reaffirmed the value of maintaining and further strengthening the long-standing cooperation between the United States and Japan in these and other fisheries issues.
The Consultative Committee was established in 1992 to promote further U.S.-Japan bilateral cooperation in the field of fisheries and fisheries research. The government-to-government meetings discuss issues relating to fisheries resources and other living marine resources of mutual concern.
The delegations agreed to a seventh meeting, to be hosted by the Government of Japan, at a time to be mutually decided.
