Transcript of Remarks by Minister of Foreign Affairs of Russia Sergei Lavrov Following Talks with Indian Minister of External Affairs Natwar Singh and Chinese Minister of Foreign Affairs Li Zhaoxing, Vladivostok, June 2, 2005

Foreign Minister Lavrov: Esteemed colleagues,

We have concluded the trilateral meeting of the Foreign Ministers of Russia, India and China. This was our fourth informal meeting. But for the first time we gathered especially for a separate meeting and not on the sidelines of an international forum.

We consented that that our countries have a common approach towards world affairs that rests on respect for international law and the interests of all states, on movement towards a multipolar world. We believe that the best and most effective way to ensure security in the world today is the democratization of international relations, a consistent application of the principles of multilaterality in problem settlement, and the strengthening of the role of the United Nations.

We agreed to build on practical cooperation between the three states in the struggle against new threats and challenges, primarily international terrorism, drug trafficking and other forms of organized crime.

We consented to supplement political dialogue between the three states with the fostering of trilateral cooperation in the economic sphere, primarily in such fields as transport, energy, agriculture, and high technologies. We accepted with satisfaction and gratitude the invitation of India to organize in New Delhi the first meeting of businessmen of the three states next year.

We evaluated the experience of our three countries' mutual engagement in connection with the overcoming of the consequences of the recent tsunami in Asia and agreed to intensify cooperation in bolstering the existing mechanisms of warning of natural disasters and elimination of their consequences.

We stressed that the dynamic evolution of relations between Russia and China, between Russia and India and between China and India makes it possible to bring our trilateral engagement to a qualitatively new level. Our trilateral collaboration meets the interests of each of our countries and exerts a positive influence on the international situation.

We also expressed appreciation to the leadership of Maritime Territory and the authorities of Vladivostok for the excellent organization of our meeting.

Foreign Minister Lavrov (adds): Chinese Foreign Minister Li Zhaoxing and I exchanged the instruments of ratification in connection with the ratification by our parliaments of the Additional Agreement on the Eastern Part of the Russian-Chinese Border. This closes the lengthy 40-year period of negotiations on this question in the interests of both states and our peoples. Chinese Foreign Minister Li Zhaoxing and I agreed that our experts will very soon embark on the solution of the practical questions of water management activities and the hydrology of the Khabarovsk area. So that all these questions will be promptly dealt with.
