Chronology of North Korea's Attempts to Neutralize the Armistice Agreement

March 25, 1991The United Nations Command (UNC) appointed ROK Army Major General Hwang Won-tak senior representative to the Military Armistice Commission (MAC), and North Korea refused to attend MAC plenary meeting ever since.

May 22, 1991North Korea asserted the uselessness of the Neutral Nations Supervisory Commission (NNSC), gave notice of the cessation of its official activities related to the NNSC, and declined to receive the monthly NNSC report to the MAC.

May 29, 1992North Korea did not attend the 460th MAC plenary meeting.

April 3, 1993The Czech delegation on NNSC began to withdraw under North Korean coercion.

April 28,1994North Korea's MAC delegation withdrew and demanded a US-NK peace treaty.

May 24, 1994North Korea established its Panmunjom Representative office, headed by Lieutenant General Lee Chan-bok.

September 1, 1994China announced the recall of its MAC delegation.

September 24, 1994North Korean ambassador to the UN Park Kil-yon sent a letter to the president of the UN Security Council, arguing for necessity to build a new peace regime between the US and North Korea replacing the current armistice treaty regime which, it asserted, had ceased to function because of the US.

December 15, 1994China recalled its MAC delegation.

December 17, 1994A US helicopter strayed over the DMZ, and an announcement was made about signing an MOU between the US and North Korea on December 30, 1994.

February 20-22, 1995North Korea sent 40 troops to the Joint Security Area (JSA) as a military demonstration.

February 24, 1995The North Korean Foreign Ministry warned it would take further proper measures" if a new US-North Korean peace regime were to be rejected, and a similar warning appeared in the Minju Choson editorial of February 24.

February 28, 1995The Polish NNSC delegation began to withdraw from Panmunjom under North Korean coercion.

March 2,1995North Korea proposed meetings with the US between military generals.

May 3, 1995North Korea closed its NNSC office at Panmunjom, and prohibited entry and exit of MAC and NNSC personnel in the northern part of the JSA.

June 22, 1995In an encounter with MAC staff officers, North Korean Colonel Ryu Yong-chol mentioned that North Korea will verbally announce the cessation of the Armistice Treaty effective June 25, but no action such as declaration of treaty cessation followed.

June 26, 1995North Korean ambassador to Russia, Son Song-pil, demanded a peace treaty with the US in his address at a meeting sponsored by the Russia-North Korean Friendship Society.

June 27, 1995North Korean ambassador to Geneva, Lee Chol, asserted the uselessness of the armistice treaty at a UN arms control and disarmament meeting.

June 29, 1995North Korea released a foreign ministry memorandum demanding the deactivation of the UNC.

July 5, 1995North Korean Lt. Gen. Lee Chan-bok sent a letter to the UNCMAC Representative demanding the establishment of a new peace regime as an urgent issue and calling for general-level meetings with the US.

July 21, 1995North Korean Foreign Minister Kim Young-nam demanded the deactivation Of the UNC in a letter to the UN Secretary General.

July 31, 1995-Widow of late pastor Moon Ik-whan Park Yong-gil, who had illegally entered North Korea, came back by way of Panmunjom.

October 3, 1995-Lee Hye-jong and Jeong Min-ju, who, as members of the Pan-Korean Student Organization, illegally entered North Korea and returned by way of Panmunjom.

October 17, 1995-Three armed North Korean infiltrators intruded 1.5 km southwest of the Imjin River.

February 22, 1996-The North Korean Foreign Ministry proposed to conclude treaty between the US and North Korea.

March 9, 1996-The North Korean representative office at Panmunjom announced a memorandum threatening to abrogate the armistice treaty.

April 4, 1996-The spokesman of the North Korean representative office at Panmunjom announced it would renounce its duty of maintaining and managing the DMZ.

April 5-7, 1996-One or two companies of North Korean armed forces staged a military demonstration at Panmunjom.

April 11, 1996-Three North Korean soldiers crossed the MDL in the east central frontline area.

April 19, 1996-Two torpedo vessels crossed the NBL northwest off Yonpyong Island.

May 17, 1996-Seven North Korean soldiers crossed the MDL in the central frontline area.

May 23, 1996-Five North Korean patrol boats crossed the NBL northwest off Baekryong Island.

June 14, 1996-Three North Korean patrol boats crossed the NBL southwest Yonpyong Island.

July 25, 1996-The spokesman of the North Korean representative office at Panmunjom announced a statement urging the implementation of the conclusion of a provisional treaty between the US and North Korea.
